Does the S have a conventional cruise control to simply set a maximum speed as I would use this feature as I am not interested in the full auto pilot

MS has a std 'traffic aware' cruise control as part of the autopilot package. It can be enabled independently of autosteer. 'traffic aware' means, like the cruise control in many hi-end cars, it uses radar to adjust speed to traffic in front of you. In the case of the MS it will slow all the way to 0, great for stop and go traffic

If you order a Model S without enabling the autopilot package, then you will get exactly what you want.
    This is what I did.
